Should those living with mental illnesses get extra support?

The nature of living with severe mental illness, it's been my experience that those in this group often lack skills in technology. Should there be additional funds for those in this group to buy equipment and training to enable them to catch up with the rest of society, and in understanding privacy and monitoring invasion to safeguard discrimination and stigma on the internet?
